H.E. Dr.Chea Serey, Governor of the National Bank of Cambodia, participated as a panel speaker in the discussion titled “The Global Policy Dialogue: Towards the Next Decade of Transformation and New Financial Corridors” at the Singapore FinTech Festival on 12 November 2025.
The panel brought together prominent policymakers, including H.E. Michael S. Barr, ViceChair of the Board of Governors of the U.S. Federal Reserve; H.E. Abdul Rasheed Ghaffour, Governor of the Central Bank of Malaysia; Ms. Lucy Rigby KC MP, Economic Secretary to the Treasury and City Minister of the United Kingdom; and Hon. Soraya Hakuziyaremye, Governor of the National Bank of Rwanda. The session was moderated by Mr. Tommaso Mancini-Griffoli, Deputy Director of the Monetary and Capital Markets Department at the International Monetary Fund (IMF).
During the discussion, the Governor underscored the rapid advancement of Artificial Intelligence (AI), highlighting the crucial role of regulators and the importance of strengthening digital literacy while also emphasizing the need to balance between innovation and stability. The Singapore FinTech Festival serves as a leading global platform for policymakers, researchers, and financial-sector leaders to exchange insights and foster collaboration in developing a secure and forward-looking digital financial ecosystem.
