H.E. Dr. Chea Serey, Governor of the National Bank of Cambodia, held a courtesy meeting with a delegation of the International Finance Corporation (IFC), led by Ms. Towfiqua Hoque, IFC Resident Representative for Cambodia, on the afternoon of 26 November 2025 at the National Bank of Cambodia, Wat Phnom Office.
The meeting aimed to review progress and ongoing efforts related to financial consumer protection initiatives. Ms. Towfiqua briefed the Governor on IFC’s study report outlining recommendations to strengthen financial consumer protection, and reaffirmed IFC’s commitment to supporting priority actions endorsed under the High-Level Multi-Stakeholder Dialogue co-led by the National Bank of Cambodia and the United Nations in Cambodia.
In addition, the IFC delegation expressed its continued interest in investing in Cambodia’s financial sector and its readiness to collaborate further to enhance financial literacy across the country.
In response, H.E. the Governor expressed appreciation for the longstanding cooperation with IFC and welcomed its continued investment in Cambodia’s financial sector. She highlighted several initiatives recently undertaken by the National Bank of Cambodia to promote financial literacy and consumer protection, including the production of educational videos on financial knowledge, the organization of workshops on financial literacy and consumer protection, nationwide campaigns to promote the use of Khmer riel, the integration of financial literacy lessons into the national school curriculum, and the implementation of standardized loan contracts.
H.E. the Governor also raised concerns regarding challenges related to informal lending and other emerging issues, emphasizing the need for strong cooperation among all relevant stakeholders to further strengthen consumer protection and promote responsible provision and use of financial services.
