The National Bank of Cambodia (NBC) and the Ministry of Posts and Telecommunications (MPTC) signed a Memorandum of Understanding (MoU) on Cooperation in Promoting Digital Transformation and Verification of SIM Card Identities with Users’ Bank Accounts/Payment Accounts under the high presidency of H.E. Dr. Chea Serey, Governor of the National Bank of Cambodia, and H.E. Chea Vandeth, Minister of Posts and Telecommunications, on December 10, 2025 at the National Bank of Cambodia.
This framework affirms the joint commitment of the NBC and MPTC to cooperate on: 1) Prevention of fraud using fake identity; and 2) Promoting digital transformation and innovation in the banking and telecommunication sectors, which are key pillars supporting Cambodia’s digital economy and society
